Neighborhood Notification

The route for the Womens Classic 5K was laid out with the goal that auto traffic would be maintained on the major streets. Frequently, however, roads along race routes must be closed to maintain the safety of the runners. Accordingly, South Baltimore Residents are advised to consider that any of the roads that make up the race route could be closed until the runners pass. Neighborhood-specific information is as follows:

SHARP-LEADENHALL, OTTERBEIN: Travel to the north toward Downtown will not be affected. Access to I-95 via Conway Street and I-395 will be unaffected.

Travel the south could be affected as the runners utilize Fort Avenue, Race and Ostend Streets.

FEDERAL HILL: Travel north toward Downtown will not be affected. I-95 can be accessed via Conway Street and I-395.

Travel to the south could be affected as the runners cross the north-south streets twice – once on Fort Avenue (westbound) and once following Ostend-Charles-Henrietta-Warren-William-Key Highway (eastbound).

FEDERAL HILL SOUTH, SBNA, RIVERSIDE: Early in the race (8 AM) north-south travel will not be affected, but as the runners reach Fort Avenue and later Ostend Street, travel in both the north and south directions could be affected. It is expected that at that time, Key Highway south of Rash Field should reopen so residents can exit the neighborhood using Cross Street east, Key Highway south and McComas Street west where there is access to I-95 and thence to I-395.

Residents of areas south of Fort Avenue can avoid the race route by proceeding south.

LOCUST POINT: Residents of Locust Point are advised that they can avoid the race route by following Andre Street to McComas Street where they can access I-95 to I-395.

TRAFFIC ADVISORY: Baltimore Civil War Procession - please note the following: Saturday, April 16, 2011 beginning at 11:00 a.m. The procession will step off from the intersection of Fleet Street and Central Avenue and will proceed west on Fleet Street, north on President Street, west on Pratt Street, south on Eutaw Street and right onto Camden Street where it will disband. Friends:

After a very successful and neighborhood friendly 9 days of parking permit renewal provided to the neighborhood, I received a very disturbing phone call.

It was from the Director of the Parking Authority, Peter Little.

He said that the folks at SBNA are challenging our "right" to manage Area 30 for the neighborhood.

SBNA has impugned our 501(c)3 status, our organization, our websites, the fact that we do not have a newsletter (frankly cannot afford to spend $400+/month on a newsletter), and myself as the area rep. Our 15+ years of serving the community area does not count.

It would appear that no matter what we have done in the past, it is not good enough.

The Mayor's office has requested that our two organizations "mediate" to resolve this issue.

Please keep us in your thoughts as we move forward into this process. It is for all the residents of Area 30 that we stand to serve, regardless of who, what or where. This is a program to benefit the RESIDENTS, and no one else.

Area 30 is the only area that provides personalized at-your-door help in permit services; the other areas have one yearly renewal and then residents have to go downtown on their own.

That is not and has never been the AREA 30 way. We come to your door to help you when you need it.

We now need your help to keep serving the residents in Area 30 as we have in the past: in an honest and transparent manner.

Your new City Councilman will be William (Bill) Cole. Let him know that we must keep AREA 30 serving the residents.

Mayor Stephanie Rawlings-Blake has announced this season’s schedule for Christmas tree recycling:

DPW will provide Christmas tree mulching Monday through Saturday during the entire month of January 2011

at TWO locations:

Sisson Street Citizen Drop-off Center, 2840 Sisson Street from 9 a.m. to 2 p.m.

Residents may bring their own bags or containers to collect mulch for their own use Community groups are also encouraged to bring bags or containers and collect free mulch for neighborhood gardens while supplies last. For residents who cannot bring their trees for mulching, DPW is offering curbside tree collection beginning Tuesday, January 4, 2011 through Friday, January 28, 2011.•

Residents should set out trees on their regularly scheduled trash collection day at the same location where their trash is collected.• All tinsel and ornaments must be removed from trees before they are set out for curbside collection or mulching.

Charles Street Closure

The Baltimore City Department of Transportation would like to advise motorists that a portion of Charles Street will be temporarily closed this Sunday for a wine and jazz festival. On Sunday, October 17, 2010, Charles Street will be closed to through traffic between Hamburg and West Streets from 3:00 a.m. until 10:00 p.m. with parking restrictions in effect. In addition, both legs of Cross Street will be closed to traffic between Light and Charles Streets with parking prohibited during this time.

Baltimore Marathon to be held this Saturday

The Baltimore City Department of Transportation would like to advise motorists of the temporary parking restrictions and road closures that will be in effect for the 10th annual Baltimore Marathon, which will be held on Saturday, October 16, 2010 starting at 8:00 a.m. The 26.2 mile course will begin at Russell and Camden Streets. In conjunction with the marathon, the Carefirst/Blue Cross/Blue Shield Half-Marathon will also be held, along with the United Way 5K Run, the Legg Mason Team Relay and the T. Rowe Price Kids Fun Run. Approximately 22,000 people are expected to participate in this year’s events.

In preparation for the marathon, various parking restrictions and road closures will be implemented. Motorists should pay close attention to posted parking restrictions, as vehicles parked in violation will be ticketed and towed. Citizens with questions concerning the location of their vehicles should call 311.

Parking Will Likely Be Difficult This Weekend

Street Festival Will Coincide With Yankee's Game on Sunday Afternoon

Federal Hill Main Street will be holding their Street Beat Festival this weekend and closing a number of roads in and around the Cross Street Market. As with the Jazz and Blues Festival in June, the festival will coincide with one of the big draw games for the Orioles with the New York Yankees coming to town.

The festival will comprise three separate music stages and will involve the closing of a number of roads including South Charles from West to Hamburg Streets, East Cross Street on both sides of Cross Street Market, and West Cross Street in front of SoBo Cafe.

Between the Festival and the Orioles game the same afternoon the neighborhood is sure to see a substantial increase in both traffic and the demand for on-street parking. This will be especially true given the additional loss of the metered parking spots on the streets closed for the Festival.

Federal Hill Main Street has made festival parking available, starting at 11am, at Digital Harbor High School, with proceeds going directly to the school, and at a lot across from the Post Office on Ostend Street. Additionally, Main Street has promised to make neighborhood parking restrictions known to attendees of the festival and to encourage people to utilize the Charm City Circulator. Still, it will likely be a busy day for the City tow trucks so please make sure you obey all pertinent parking rules and regulations.

Mayor Rawlings-Blake Reminds Residents to Prepare for Severe Weather Emergencies

BALTIMORE, MD. (September 1, 2010)—With the National Weather Service predicting that Hurricane Earl may bring heavy amounts of rain and tropical storm winds this weekend, Mayor Stephanie Rawlings-Blake reminded residents to prepared their families and their homes for possible severe weather. The mayor was joined by department heads, including Fire Chief James Clack, Police Commissioner Frederick Bealefeld, Transportation Director Al Foxx, and Public Works Director Khalil Zaied.

The Mayor reminded residents what they should do to prepare for a severe weather emergency:

Have an emergency kit, including a flashlight (with extra batteries), a 3 day supply of water, and an AM/FM battery operated Radio.
Stay tuned to your local TV and Radio Stations for instructions.
Identify a personal and/or family plan to shelter-in-place, or for the remote possibility of an evacuation.
Check on family members and friends who may be vulnerable or have special needs.

International Soccer Game to be held at
M&T Bank Stadium

The Baltimore City Department of Transportation today announced that high volumes of traffic are expected downtown for the International Soccer Game which will be held at M&T Bank Stadium on Saturday, July 31, 2010.

The match between Manchester City and Inter Milan will begin at 8:00 p.m.

Please be advised that all parking restrictions and residential permit parking regulations in the vicinity of the stadium will be strictly enforced. Ticket holders who do not have a parking permit for any of the stadium lots are strongly encouraged to use public transportation including mass transit, light rail or the Charm City Circulator.

Patrons choosing to drive to the stadium should park at commercial lots and avoid area neighborhoods. Parking Control Agents will enforce all posted parking restrictions in the vicinity of the stadium and vehicles parked in violation will be ticketed and towed. Citizens with questions concerning the location of their vehicle should call 311.

The Department of Transportation’s Special Traffic Enforcement Officers (STEO’s) will assist with the movement of traffic in the downtown area.

Adopt-A-Pet Days at Ace Hardware Stores

After you have purchased you permits online at www.area30parkingpermits.com bring your printed receipt along with your driver’s license, current vehicle registration, and other documentation that may be required. Please click on RPP Rules and Regulations for required documentation etc. Parking Permits are not mailed!

Residential parking permits will not be released to you at the Parking Authority of Baltimore City unless you are able to provide them the proper documentation.

RENEWALS:

Permits that have been ordered and paid for online in advance will be release to your Residential parking representative for distribution at a scheduled permit pick-up session.

Area 30 does not renew online until after November 20th, with neighborhood pick up sessions scheduled in the neighborhoold during the first two weeks of December.

After the 20th of December, permits ordered online may be picked up downtown at the Parking Authority at 200 W Lombard Street (parking comped in the Howard/Lombard garage in the Arena building). Walk-in purchases at the counter are accepted after December 20th as well, but remember. PABC only takes checks or credit cards.

New Residents: If you have just moved to AREA 30, you must take your documentation to 200 W Lombard Street @ the Parking Authority office to obtain your permits. You may not order online first.

Special Advisory: Heavy Downtown Traffic Expected Tomorrow

Tuesday Morning & Evening On Tuesday, May 4, a business seminar held at the 1st Mariner Arena is expected to draw more than 11,000 people. The seminar will take place from 8 a.m. until 4:45 p.m. and traffic volume is expected to be high.

Commuters should prepare by timing their commutes to avoid peak morning and evening rush hours, by using transit, or by taking alternate routes into Downtown that avoid the most heavily used gateways.

EVENT ALERT.....

Here is a notice from the Baltimore Police Department about the 5K Fiesta Run that will be staged this weekend at M&T. About 1,200 walkers and runners will participate, and it isn’t expected to impact upon your travel plans. However, since they will be in the neighborhood, we thought you’d be interested in what the event entails.

On Saturday, May 1st at 8 AM, the Fiesta 5K will be held in the area of M&T Bank Stadium. The Robert Packard Center for ALS Research will sponsor the Fiesta 5K race and walk. This event will consist of approximately 1200 people, and last two hours. This event will start at M&T Bank Stadium.

The race will take place on the following route:

Runners will start on Hamburg Street in front of M&T Bank Stadium.
Runners will turn left on Russell Street from Hamburg.
They will then turn right on West Street, and then left onto Paca Street.
From Paca, runners will turn right on Ostend Street, left onto Hamburg Street, and then left onto Bush Street.
Runners will then turn left onto Wicomico Street, and right onto Ostend Street.
Runners will then turn left onto Russell Street, and right onto Hamburg Street, crossing the bridge.
Runners will turn right on Leadenhall, and left onto Cross Street.
Runners will then turn left onto Hanover Street, right onto Hamburg Street, and then left onto Charles Street.
From Charles Street, runners will turn left onto Henrietta Street, and then left onto Hanover Street.
From Hanover, the runners will turn back onto Hamburg Street and finish in front of the Johnny Unitas Statue on Hamburg Street.

On Sunday, 25 April 2010, the March of Dimes - March for Babies 2010 Walk-A-Thon will be held. This event will start and finish at Oriole Park at Camden Yards. There are 6,000 expected participants.

The race will start at 9:00 AM at Parking Lot B (Lee Street). Walkers will walk on the spine that connects M&T Bank Stadium with Oriole Park at Camden Yards, and proceed north on Eutaw Street to Pratt Street. Walkers will then go east on Pratt Street and south on Light Street. Participants will then turn onto Key Highway. From Key Highway, walkers will turn right on Lawrence Street and then right onto Fort Avenue. Walkers will take Fort Avenue to S. Charles Street, where they will turn north, and then will turn west onto Hamburg Street from S. Charles St. Walkers will then cross the Hamburg Street bridge and finish the walk at parking lots B & C.

The designated walk route will have a lane coned for the participants, and the Department of Transportation will deploy Special Traffic Enforcement Officers to direct traffic. The following intersections will also be barricaded:

BALTIMORE, MD. (February 24, 2010) – Today, Mayor Stephanie Rawlings-Blake provided residents with an update on Baltimore City’s snow preparations. The Department of Transportation’s snow removal effort will include more than 300 essential personnel, 120 fully-functional pieces of equipment and 10,800 tons of salt. City crews are continuing to remove large snow piles and continuing snow melting operations.

“While I’m praying for no snow, I want to assure the citizens of Baltimore that we are working diligently to prepare for the next snow storm,” said Mayor Rawlings-Blake. “The City’s snow truck fleet can take a licking and keep ticking, thanks to the hard work of our mechanics at the central garage.”

Forecasters are predicting between one to five inches accumulation of wet snow and slush. The Baltimore City Snow Team, which includes the Departments of Transportation, Recreation and Parks, Public Works and the Mayor’s Office of Emergency Management, coordinates all preparations for winter weather in the city. Working out of the Transportation Management Center, the Snow Team will monitor the storm as it approaches the region and issue warnings and alerts as necessary.

Mayor Rawlings-Blake urged all residents to listen to radio and television for updates. Those interested in additional information and throughout this weather event can visit www.396snow.com or call the city’s snow line at 410-396-SNOW.

Residents are asked to refrain from driving during inclement winter weather unless necessary. Those who must drive are asked to clear their vehicles of all snow and ice for the safety of themselves, other motorists and pedestrians. During a snow emergency, the Department of Transportation will advise the public on road conditions and regulations through its Snow Emergency Plan phases.

Residents will be better prepared following an emergency if they prepare a home emergency supply kit containing a portable radio, a flashlight with extra batteries, and water (one gallon per person, per day for three days), food and necessary medicines. In the event of an emergency, dial 9-1-1. For non-emergency situations, 3-1-1 should be utilized for questions and assistance.

Giving the concentration of Bars in our neighborhood and the issues that our neighborhood emails about following every Thursday - Saturday night, with the regular road closing of a major route (Charles),the increase in volume of traffic all through the night, the possible vandalism and property destruction as has been seen in the past, the parking demand in our area increased along with "under the influence" pedestrian traffic at 4:30-5:30 AM, the proposed bill to allow bars to stay open until 4 AM will certainly impact quality of life of our neighborhood.

In the heavy pedestrian corridors of S Charles known for noise after bar closings, this will exacerbate the noise issue by extending the pedestrian volume later into the morning hours.

It's Snow Time Again In Baltimore!

The City of Baltimore is expected to be hit with another snow storm beginning Friday afternoon, February 05, 2010. Forecasters predict that snow will fall through early Saturday evening and significant accumulations are expected.

The City of Baltimore wants to assure residents that its top priority will be to clear primary and secondary roadways. Motorists are strongly encouraged to use extreme caution while traveling this weekend, as slippery conditions may exist. Traffic Modifications for the Pre -Season Opening Game Baltimore

Ravens vs. Washington Redskins at M&T Bank Stadium

Traffic and parking modifications in effect for the Baltimore Ravens against the Washington Redskins on Thursday, August 13, 2009 at 7:30 p.m. at M&T Bank Stadium. Please note that all parking restrictions and residential permit parking regulations in the vicinity of the stadium will be strictly enforced. Ticket holders who do not have a parking permit for any of the stadium lots are strongly encouraged to use the metro, light rail or carpool. Fans choosing to drive to the game should park at commercial lots and avoid area neighborhoods.

Parking Control Agents will enforce all posted parking restrictions for the safety of everyone, and vehicles parked in violation will be ticketed and towed. Impound lots will remain open 2 hours after the conclusion of the game. Citizens with questions concerning the location of their vehicle should contact a police officer or call (410) 396-4613.

Please be advised that lane closures remain in effect on Lombard Street between President and Light Streets. However, all lanes west of Light Street are open. All lanes will open three hours prior to the game on Pratt Street and Greene Street. There will be no restrictions in place on Russell and Greene Streets for game day.

Motorists should pay attention to Variable Message Signs (VMS) placed at strategic locations and be aware of special parking restrictions in the vicinity of the stadium. Soccer Game between AC Milan and Chelsea FC

The Baltimore City Department of Transportation today announced traffic and parking modifications in effect for the soccer game between AC Milan and Chelsea FC on Friday, July 24, 2009 at 8:00 p.m. Please be advised that all parking restrictions and residential permit parking regulations in the surrounding area of the stadium will be strictly enforced. Fans choosing to drive to the game are strongly encouraged to leave early, park at commercial parking lots and avoid area neighborhoods. The Department of Transportation recommends the use of alternate forms of travel such as Mass Transit, Metro Subway, Light Rail or carpool.

The following traffic modifications will be in effect on Friday, July 24, 2009 due to construction on Lombard Street and Race Street:

· Three (3) lanes of traffic will be maintained westbound on Lombard Street at all times
· Southbound JFK traffic heading to the game should exit at North Avenue; take Mount Royal Avenue to Cathedral Street to Martin Luther King, Jr Boulevard.
· Westbound traffic heading to the game should use Central Avenue to Orleans Street to Franklin Street to Green Street.
· Race Street will be closed between West and Ostend Streets

Motorists should expect delays and pay close attention to all parking restrictions and new traffic patterns in the vicinity. Special Traffic Enforcement Officers(STEOs) and Variable Message Signs (VMS) will be deployed at strategic locations to direct motorists through the new traffic patterns and to the alternate routes.

Motorists should be aware that special parking restrictions will be in effect in the vicinity of the stadium. Parking Control Agents will aggressively enforce all posted parking restrictions and vehicles parked in violation will be ticketed and towed. The Fallsway Impound Lot will remain open for two hours after the game. In addition, Special Traffic Enforcement Officers will assist Baltimore City Police with the movement of traffic in the downtown area.

There will be traffic and parking restrictions on July 4th in the downtown area. Please check posted signs.

On July 4th, the City of Baltimore will host a fireworks display and celebration at the Inner Harbor. Due to the expected crowd size and traffic in the area, the following traffic restrictions will be placed into effect that evening:

Parking Restrictions: The following streets will be posted "No Parking - Cars Towed Away" from 3:00 PM on July 4th to 2:00 AM on July 5th:

Gay Street, from Pratt to Fayette (west side only)
Calvert Street, from Pratt to Fayette (east side only)
Baltimore Street, from Charles to Gay (both sides)

Other parking restrictions may be posted as needed

Street Closures: The following streets will close at 9:00 PM on July 4th, and will reopen some time following the fireworks display:

Pratt Street will be closed at Eutaw Street - Eastbound Pratt Street traffic will be diverted to Eutaw Street to continue east on Baltimore or Mulberry Streets.

African American Heritage Festival

The annual African American Heritage Festival is a celebration of African-American ancestry, with nationally known entertainment and educational exhibits.The festival is scheduled for Friday 4-10pm, Saturday noon-10pm and Sunday noon-9pm in Oriole Park at Camden Yards. Festival organizers met with some community associations to address them and have modified their musical schedule as a result. The stage is being angled toward Lot A from the far corner of Lot C, directing sound to the MLK ramp instead of Staples and Ridgeley’s Delight.

Music will also end promptly at 9:30PM Saturday and 9:00PM Sunday. This is the first year the festival area will be secured and general admission charged, with reserved tickets for concert.

Not even the U.S. Secret Service is immune from the wrath of Baltimore parking agents.

Baltimore parking authority officials confirmed today that Jenna Bush's Secret Service vehicle was towed for several unpaid parking tickets.

The Secret Service vehicle was towed from in front of Bush's South Baltimore home, a source told Investigative Voice. Vehicles are booted and towed for three or more unpaid parking tickets.

Parking officials said they did not know how many tickets the Secret Service vehicle had.

Baltimore parking officials recently launched an aggressive effort to collect upaid tickets, using a private law firm to collect $130 million for 80,000 unpaid citations. The city issues 500,000 parking tickets per year, collecting nearly $20 million annually in fines and penalties.

The Baltimore Department of Transportation did not immediately return calls for comment, but the vehicle was towed to one of the city's impound lot yards. Parking authority offiicals said the Secret Service contacted them early Friday morning to pay the fines and release the vehicle.
Scott Peterson, spokesman for Mayor Sheila Dixon, said city parking agents were simply doing their job.

"Two undescribed vehicles were ticketed. One of the vehicles was towed for a non-moving violation in Baltimore City," Peterson said in an e-mail Friday afternoon. "The agent in charge of the protective detail is now paying the fines and arranging for the vehicle to be towed and released. Due to the nature of this protective matter of national security, no other details will be released."

Jenna Bush, a teacher, relocated last year to South Baltimore, with her husband, Henry Hager, who works for Constellation Energy.

FINE FRENZY - City parking fines outpace other cities

Before Barack Obama started his historic run for the presidency, he had to face the wrath of the Cambridge, Mass. parking officials.

Stuck with 15 unpaid parking tickets accrued while earning his law degree at Harvard in the early '90s, the then presidential hopeful forked over $400 in 2006 to pay for a variety of parking violations, including expired meters and parking at a crosswalk.

Fortunately for the country’s 44th commander in chief, he didn’t attend law school in Baltimore.
“If he had that number of unpaid tickets in Baltimore, he’d owe $49,000 today,” said Jason Howard, a graduate student at Johns Hopkins School of Medicine who used Charm City's $16-per-month penalty to calculate the president’s long overdue balance.

“The penalties here are outrageous.”

Howard, 28, is one of thousands of people who are now receiving dunning letters from a city-hired law firm trying to collect on 80,000 unpaid parking tickets totaling $130 million in fees.
Howard’s ticket, which he received in 2006 for an expired meter, has ballooned from $27 to a whooping $600 fine.

“I still had Virginia plates, so the notices went to my old address,” he lamented.

“But I don’t think $600 is an appropriate penalty for a $27 fine. It’s like a license to print money."

Howard is not taking his fines sitting down. Instead he has formed a group of aggrieved people called Baltimore Scofflaws, replete with a dedicated blog and Facebook page, to unite people facing similar fines. Howard wants to band together enough angry scofflaws to force city officials to agree to amnesty

“We’ve already got a guy in Chicago who just got a bill for $9,000. What is he supposed to do?” he said. “What I hope to do is get the city to offer some sort of amnesty, and to change the laws.”
One sticking point for Howard is the severity of the city’s parking penalties that he said is usary.
“No other city seems to come close.”

Last December, Chicago offered amnesty for unpaid tickets. The program, which ended Feb. 28, collected $7 million and cleared 135,000 parking tickets and red light violations – with an average payment of $51 per violation. Las Vegas offered to waive fines, seeking to collect on 200,000 tickets – some dating back to 1970 – with a value of roughly $600 each.
Baltimore, however, in is in league by itself.

Forgoing amnesty, the city has threatened to sue scofflaws while seeking an eye-popping average sum of $1,625 per violation -- an amount unmatched by any other municipality across the country. Howard attributes Baltimore's higher-than- average take to the $16-a-month penalty that accumulates until a motorist contacts the city to make payment arrangements, a proviso of a law passed in 2007 that Howard said falls short.

“If they can’t get in touch with me the fines keep accumulating, so the city has an incentive not to find me.”

But errant motorists like Howard hoping that a severe economic downturn would prompt city officials to offer amnesty for unpaid citations can forget about it, according to a spokesman for Mayor Sheila Dixon.

“The law prevents it,” said spokesman Scott Peterson, citing a city statute that allows amnesty only once per decade. “We have a budget deficit and this is one way to address it.”

Penalties are not the only problem, Howard said. Some alleged violators may be forced to pay hefty fines for violations they incurred through no fault of their own.

“The inspector general’s report said the MVA was swapping license plates. What if you got a ticket like that and you’re stuck with these fines?”

Indeed, a recent report issued by the city inspector’s general’s office revealed an MVA employee was giving drivers license plates that had been turned in by other motorists, resulting in an unwarranted ticket for an unsuspecting driver. Green’s report said the employee was arrested, but MVA officials have repeatedly denied knowledge of the scam, which Howard said proves his point.

“How many of these people are now stuck with huge bills?”

Mistakes too are not uncommon, said other area motorists forced to fight unwarranted tickets.
Dwight Johnson of Essex recently spent five hours at the city's Holiday Street collections office fighting an unwarranted ticket.

“They said I was parked downtown on Water Street on January 2 around midnight,” Johnson said. “But when I got the ticket, I just happened to remember I was home that night.”
Johnson decided to fight the ticket, taking time off from work to travel downtown and challenge the violation.

“When the clerk looked into it, they realized the agent had made a mistake -- it wasn’t my car,” Johnson said.

Even though he was able to clear his ticket, Johnson said he thought most people would simply pay it.

“There were five people at the office with tickets that were mistakes,” he said. “It just makes me wonder how many people pay who shouldn’t have to.”

Bogus parking passes for Otterbein offered on the Web

It goes without saying that trying to find a parking space after work in many Baltimore neighborhoods is an aggravating, blow-your-horn and then your brains out adventure. So, of course, someone has figured out a way to make a buck off the misery.

This ad showed up on Craigslist offering visitor passes to park in South Baltimore's Otterbein:

"Pass is good for 1 year, expires 10-31-10. 2 block walk to TONS office buildings, 1 block to the harbor. Most parking places downtown are $100 plus a month, so this worth over $1200. Email your offer."

Two city police detectives agreed to buy two laminated visitor permits for $300 each, met the reputed salesman outside the ESPN Zone on Pratt Street and arrested him. He is one of Otterbein's own, Nicholas Foster, a 26-year-old who lives with his wife on West Lee Street, and he's one of the first, if not the first, person charged with counterfeiting since the laws governing how parking permits are used were toughened two years ago.

The undercover bust demonstrates what residents have long suspected but not proven: There's a rich black market for coveted parking passes, forged or pilfered.

Otterbein is a tiny enclave nestled between Federal Hill restaurants, the two sports stadiums and the convention center. It boasts some of the most restrictive parking rules in the city - it doesn't even allow two-hour parking for visitors - simply because, as Robert R. Gisriel, the Area 8 parking representative explains, "We have fewer parking spaces than we have dwelling units."

Gisriel told me he's pleased the cops made an arrest before the fake permits flooded the streets, adding illegal parkers to the legal ones who have a hard enough time finding a place for their cars and can't park in Federal Hill to the south because it's designated Area 9.

Police say the suspect took his own visitor permit to a Staples Store in Columbia, made six colored copies and used a label maker in his Jeep Cherokee to print fake permit numbers. The laminating was done at a different Staples, on Eastern Avenue, police say. Inside the vehicle, police say, they found the label maker, a Staples receipt, a pair of scissors, an envelope with three laminated copies of passes with permit number 0700 and a nonlaminated pass with number 0794.

"I think this happens far more frequently than anybody would want to know," City Councilman William H. Cole IV told me.

I tried to reach Foster, but he has no listed telephone number, and he didn't call me after I left a note in his mail slot. There was a real estate key box hanging from the front door of his apartment at Lee and South Charles streets.

His court date is March 5, and police said he told them they were the first to respond to his ad.

I've been told the forgeries were nearly perfect and that it would've been difficult to remove them from the street.

Gisriel, an architect who has lived in Otterbein since 1982, said he plans to organize a spring tour of the neighborhood to inspect visitor passes and make sure they're legitimate.

He just finished renovating a house in the community and said he took four feet off a back kitchen to provide enough space for a car out back.

"That's how valuable off-street parking is."

Residents back restrictions on aggressive towing

The efforts of a city councilman to crackdown on predatory towing won widespread community support on Sunday.

Pastor Patrick Nupay of the Bethel World Outreach Ministries Church said he backed a proposed law being introduced at tonight's City Council meeting that would restrict towing from lots that do not accept credit cards or large bills.

"People would come to services and then go outside and find their car was missing," the pastor said after Sunday afternoon services at his church just a few blocks from the lot the Hamilton Dollar Parking lot targeted by City Councilman Robert Curran's new bill.

"Even though it is supposed to be free on Sunday, they would end up getting towed and paying several hundred dollars," Nupay said. "Oftentimes, the church would have to pay because people can't afford it, and they also can't afford not to have their car."

With dozens of congregants towed during church services, the lot has cost the church thousands of dollars, Nupay said.

Curran's proposed law arose from complaints by members of the Hamilton business community, a Northeast Baltimore shopping center located in his district. Business owners complained to Curran that aggressive tow truck drivers were hooking up patrons' cars while they searched for change to pay parking fees.

"I got a lot of calls that people were being hooked up within minutes while trying to find quarters to pay for parking," Curran said.

The machine on the Hamilton Avenue lot takes only quarters. Curran's law would force commercial parking lots to accept credit cards and large bills, or lose the right to tow.

On Sunday, many congregants expressed support for the bill, including Ester Kaggna, who said she ended up searching for her car in the rain on a cold Wednesday evening several months ago.
"I went into Bible study group, and then my car was gone," she said. "They wanted me to pay $280."

But Robert Pollard, the owner of Pollard Towing whose company is responsible for towing cars off the lot, said residents must realize the lot no longer is free.

"I think the problem at that particular lot is that it used to be free and people still think it is free," he said. "Generally, I don't think they believe they're going to be towed, and are reacting to that rather than the way we tow cars or why a car was towed."
