Area 30 2008 RPP Program Guidelines - Published 12-14-2007
This document will now be attached when you print out your renewal receipts.
In completing this process the AREA 30 resident is acknowledging receipt of these guidelines.
Note: Civil Citations and Misdemeanor Penalties

The attached permits have been issued to YOU to give you access to our local Residential Permit Parking Program, Area 30. You, per this request for entrance to the program and assigning of the necessary permits, are legally responsible for these permits and their use. Giving false information, misrepresentation of your eligibility for the Program is now a misdemeanor per Article 31, Part VII, 10-40 to 10-46.

These permits are valid only while you remain a resident at the registered RPP address; they a void if you move. If you move within the RPP area, they are still void but may be exchanged at PA office for new permits. They are NOT transferable.

The enclosed permits are, and remain, property of the Parking Authority of Baltimore City and are subject to voiding and recall.

Read the attached Program Guidelines. Failure to follow can result in a void and/or invalid decal or permit, the display of which in the RPP area is cause for the vehicle to be immobilized (booted) and cited.

Program Guidelines

FOR THE VISITOR'S PERMIT: Visitors' Permits are distributed to residents in a Residential Permit Parking Area only to allow their visitors access to their RPP address. All other uses prohibited by law and invalidate permit.
· Permit must be ENTIRELY VISIBLE in the left - driver's side -- corner of the vehicle's front windshield.
· Permit may not be altered or changed in any manner including LAMINATING.
· Permit may not be used by resident in lieu of purchasing a decal or using Off-Street Parking (OSP) as required by law. OSP is in use if occupied by resident's or visitor's vehicle; however, any lease, rental, etc. of required OSP is illegal in a RPP Area. Use of visitor's permit by resident is not in and of itself abuse.
· Permit use to neighbor in RPP area for limited and occasional accommodation of extra visitors is at the discretion of the permit holder; however, if improperly used, misused, copied, etc. the permit can be voided. Permit holder's address may be written on the top of the reverse side of the permit.
· Permit use is monitored by PABC, Parking Control Agents for the City of Baltimore, and through the Area Representatives and Associations. Misuse of the permit is cause for revocation and recall. Misuse can be but is not limited to:
-Permit displayed in vehicle for 3 or more days a week over 3 weeks or any other frequency of 9 uses in same vehicle.
-Permit in possession of driver who then WALKS AWAY to surrounding area.
-Permit used solely to attend an event or attraction in surrounding area (GETandWALK-AWAY)
· Permit in possession of landlord of property in violation of Article 31, Section 10-45.

These uses are cause for Civil Citation and/or notice from PABC. Notice of hearing on use from PACB must be replied to within the 7 days or permit will be voided. Displaying a void/expired Visitor's Permit in its RPP area is cause for the immobilization of the vehicle and a $500 Civil Citation along with other penalties.

FOR THE DECAL:A DECAL IS VEHICLE/TAG SPECIFIC. Decals are issued punched with a vehicle's license tag numbers/letters and may be placed only on the vehicle for which it was issued. IF YOU HAVE MORE THAN ONE VEHICLE/DECAL, DO NOT MIX UP DECALS.
· A decal must be entirely visible in the left driver's side lower corner of the vehicle's front windshield, adhered to the windshield following directions on reverse of decal. A decal adhered in any other manner (scotch tape, etc.) is immediately void. A decal not properly adhered to the windshield is immediately void. An altered decal is immediately void. A decal attached to a commercial vehicle is void.

Displaying a void/expired decal in its RPP area is cause for the immobilization of the vehicle and a $500 Civil Citation along with other penalties.

FOR BOTH DECAL AND VISITORS PERMIT:
· A permit or decal may only be generated and distributed through PACB. They may not be copied, generated, altered, sold, leased, transferred, rented, or used in any other manner prohibited in Article 31, Section VII.
· A permit or decal obtained by applicant presenting false or invalid or incorrect information is void and applicant is subject to both Civil and Criminal penalties.
· A permit or decal exempts vehicle only from Residential Permit Parking restrictions. All other stopping, standing and parking restrictions must be observed. Park only in otherwise legal parking space.
· A permit or decal does NOT EXEMPT vehicle from Article 31, Section 6-22: "No vehicle shall be permitted to stand more than 48 HOURS CONTINUOUSLY in the same location.
· A permit or decal cannot be replaced if lost. If stolen, contact Parking Authority immediately and file police report.

All permits/decals issued to a Residential Permit Parking address may be voided and called in for any household member's use not in keeping with these terms and conditions for use. The household can be excluded from the program for up to a year.ALL OTHER RULES AND REGULATIONS OF PABC, AND OF ARTICLE 31, SECTION 10 BALTIMORE CITY CODE.

Please explain the reasoning to me as to why a homeowner may not park their car (registered in the city)in a spot near their home for more than 48hrs. Does this mean that if i go on vacation for more than 2 days that my car will be booted or ticketed or toed??? What is the reasoning behind this and what does one need to do in order to avoid this?
